Approved precinct guide

The Sunbury South precinct structure plan, explained.

Sunbury South is a real, approved precinct structure plan covering land south of the Sunbury township. This guide sets out what it covers and what it plans, so you can tell an approved precinct apart from a speculative one.

Status

Approved, gazetted, and amended since.

The Sunbury South precinct structure plan was approved by the Minister for Planning and gazetted on 17 January 2019 under Amendment C207 to the Hume Planning Scheme. It was amended by Amendment C242hume, gazetted on 5 December 2019, and again by Amendment C261hume, gazetted on 6 June 2022.

The precinct applies to approximately 1,798 hectares of land south of the Sunbury township, generally bounded by Watsons Road and Jacksons Creek to the south, Gellies Road and Emu Creek to the north and north-east, the transmission line easement to the east and Vineyard Road to the west. It abuts existing communities including Goonawarra and Jacksons Hill.

In November 2016 the two Sunbury precinct plans, Sunbury South and Lancefield Road, were released for public comment, drafted around plans for about 20,000 new homes and 6,000 jobs across the two precincts combined, with development levies expected to fund more than $800 million of local infrastructure.

What the plan sets

Town centres, schools, a train station and roads.

Redstone Hill Major Town Centre

The gazetted plan designates Redstone Hill as a major town centre, with a Harpers Creek local town centre and local convenience centres across the precinct.

School sites

The land budget includes a 3.5 hectare government primary school site, a 2.6 hectare non-government primary school site and an 11.9 hectare government P-12 secondary school site.

Sunbury South train station

The plan carries a concept for a Sunbury South train station on the Sunbury line, one of two new stations planned across the two Sunbury precincts.

Roads and creek crossings

The plan includes an extension of Elizabeth Drive to complete the ring road around Sunbury and new crossings of Jacksons Creek.

School sites, stations and centres are designated in the plan. Sites are delivered by the relevant agencies and developers over time, so check what has actually been built before you buy. See the map on our location page for the precinct boundary.

How it is funded

One plan, one funding package.

An Infrastructure Contributions Plan lets a council collect funds for the local infrastructure a new suburb needs. The Sunbury South and Lancefield Road Infrastructure Contributions Plan was gazetted on 6 June 2022 under Amendment C243hume, replacing the interim ICP gazetted on 5 December 2019.

Together, the precinct structure plans and the ICP guide and deliver new urban development in the Sunbury area. When you see land for sale inside the precinct, the roads, parks and community facilities it relies on have a funded sequence behind them.

The contrast that matters

Approved nearby is not approved here.

Potential future direction only. Sunbury East appears in no official planning document: it is not on the VPA work program and is not named in any Horizon of the 10-year greenfields plan (which lists only Sunbury North and Sunbury West). Any future precinct here is speculative.

Sunbury East is a locality name on the eastern side of Sunbury. The approved Sunbury South and Lancefield Road precincts sit to the south and north of the township and cover neither. Anything on the eastern side, from hectares to home counts to timelines, is speculation until a document is gazetted.

Approved vs speculative

  • Lancefield RoadAlso gazetted in January 2019, covering land north of the township.
  • Sunbury EastA watch area. No PSP, no listing in the 10-year greenfields plan, no funded infrastructure.
