Planning context
There is no precinct structure plan for Sunbury East.
This is the single most important thing to understand before you buy anything on the eastern side of Sunbury on the strength of a future precinct.

Speculative, not approved.
Potential future direction only. Sunbury East appears in no official planning document: it is not on the VPA work program and is not named in any Horizon of the 10-year greenfields plan (which lists only Sunbury North and Sunbury West). Any future precinct here is speculative.
No timeline, dwelling yield, town centre, school site or conservation area can be quoted for Sunbury East, because no document exists that sets any of them. Anyone quoting those numbers to you is estimating, at best.
What is approved nearby
- Sunbury South precinctAn approved precinct structure plan covering land south of the Sunbury township. It is a different area to the eastern side.
- Lancefield Road precinctAn approved precinct structure plan covering land to the north of Sunbury. Also a different area to the eastern side.
- Land east of Sunbury toward BullaCovered by neither. No precinct has been declared here.
What would have to happen
Four things, in order, before a single lot is titled.
A listing on the greenfields plan
Land would first need to be named in the state's 10-year greenfields plan. Sunbury East is not named in any Horizon. Only Sunbury North and Sunbury West appear.
An urban growth boundary that allows it
Land outside the urban growth boundary cannot be developed for housing. Changing that boundary is a state government decision, not a developer one.
A precinct structure plan process
The Victorian Planning Authority would then run a PSP process: investigations, a draft plan, public exhibition, panel, and finally approval and gazettal.
Infrastructure funding and delivery
Even after approval, roads, drainage, utilities and community infrastructure must be funded and sequenced before the first homes are titled.
Each of these steps takes years, and none of them is guaranteed to start. Treat any eastern Sunbury growth story as a possibility to monitor, not a plan to rely on.

Buy against what is approved.
If you want land around Sunbury with real infrastructure sequencing behind it, look at the approved precincts and established parts of the township. If you are watching the eastern side, watch it as a research exercise and keep your buying decision anchored to what exists today.
